- The Legislative Process
Following an extensive inquiry, launched by a Consultation paper on the Committee Stage of Public Bills (16 Jan 2006), the Modernisation Committee published its report into The Legislative Process on 7 September 2006.
The report recommended replacing standing committee procedures with 'Bill Committees', allowing for the greater use of expert witnesses in the Legislative process. It also recommended extending the use of pre-legislative scrutiny (PLS), improving provision of information on Bills, and support for the creation of "Legislation gateways" on the internet.
The report was debated on 1 Nov 2006 and Public Bill Committees introduced from 1 January 2007. |
